Berlin\/Zagreb, June 2026<\/strong> \u2013The Croatian Regulatory Authority for Network Industries (HAKOM<\/a>) has published the results of its 2026 mobile network quality assessment, conducted independently by NET CHECK GmbH. The nationwide benchmarking campaign evaluated the performance of Croatia’s mobile networks across 32 cities and approximately 2,500 kilometres of roads and motorways, covering regions where more than half of the country’s population resides.<\/p>\n

Measuring the Real User Experience<\/h3>\n

The measurements were carried out during April and May 2026 and assessed the quality of voice and data services under real-world conditions. Using NET CHECK’s internationally recognised benchmarking methodology, the evaluation provides an objective and transparent comparison of network performance across operators based on a comprehensive set of quality indicators.<\/p>\n

By combining measurements in urban areas with extensive testing along roads and motorways, the benchmark reflects the environments in which mobile services are most frequently used. This enables a realistic assessment of the quality experienced by consumers in their daily lives.<\/p>\n

Continuous Benchmarking Creates Transparency<\/h3>\n

The results published by HAKOM demonstrate a consistently high level of mobile network quality in Croatia. Compared with the\u00a0 assessment conducted in 2023, all operators improved their performance across most key indicators, particularly in the area of mobile data services.<\/p>\n

For NET CHECK, the value of such measurements extends beyond documenting the current state of mobile networks. Equally important is their role in creating transparency and establishing a reliable foundation for future improvements. Independent benchmarking helps regulators monitor market developments and gain detailed insights into network performance. At the same time, regular quality assessments enable network operators to identify strengths, uncover optimisation opportunities, and prioritise investments where they will have the greatest impact on the user experience. According to the published results, Hrvatski Telekom achieved the highest overall score in the 2026 assessment. At the same time, the benchmark highlights the overall progress achieved across the Croatian mobile market and demonstrates how continuous monitoring can help drive improvements across all networks.<\/p>\n

As mobile technologies continue to evolve, independent benchmarking remains an essential tool for supporting innovation and quality assurance. The ongoing expansion of 5G coverage, together with the deployment of technologies such as 5G Standalone (5G SA) and Voice over New Radio (VoNR), is expected to further enhance the user experience and enable new digital services in the years ahead.<\/p>\n
